Google states on the Adwords Help Center that the new feature would help advertisers manage their account efficiently with the "Campaign Templates." They say that "A campaign template is a pre-defined campaign created by My Client Center account managers (template creators) for their managed accounts. Template users, or advertisers with managed accounts, can use these templates to create new campaigns quickly and efficiently.
Campaign templates include settings for a keyword- or placement-targeted campaign. Settings suggested by the template creator include new ad groups, ads, keywords, budgets, target languages and countries, and start and end dates.
These campaign templates may also include policies that restrict certain keywords, or restrict or require the use of certain words or phrases within the ad text."
