Post the Penguin Update webmasters are highly concerned about ‘safe’ link building practices. They are worried about the penalties that may fall upon their site for ‘unnatural linking’. Google’s Matt Cutts has released a video titled- What happens if I link to a good page that later becomes spammy?

Here Matt clearly says that linking with a few poor quality/spammy sites will not do any harm to a site’s ranking.

Matt said in the video that problem arises when a site links to a high number of spammy sites.
