In the video itself, Matt Cutts gave a hint that Google hasn't taken an action against spammy queries but will be getting strict in the future.

Matt Cutts at SMX Advanced has explained that the update goes after the unique link schemes, most of which are illegal. He also said that the update is being rolled out globally and will impact roughly 0.3% of the US queries but can go up to 4% for Turkish queries where the Web spam is higher.
