Google Search Console will send the average notification type to lesser number of people. The news was made public by Gary Illyes. The change is to take effect within three weeks, and will be focused on the average notification type. Critical messages, like a site being hacked, will continue to be sent to the webmaster.

Mr Illyes hypothetically explains that if a site https://example.com/dont/panic/have/a/towel causes a message to generate within the Google Search Console, then the direct owner, and not these owners under the site will be notified:

https://example.com/dont/panic/have/a/towel (the site that starts the message)
https://example.com/dont/panic/have/a
https://example.com/dont/panic/have
https://example.com/dont/panic
https://example.com/dont
https://example.com

So, in this case, only the direct owner of https://example.com/dont/panic/have/a/towel will be notified in the Google Search Console. The change pertains only to the normal messages, and not the critical ones, whose notifications will be received by the owner of the parent site.
