It is only from previous mistakes that you learn to be more careful in the future. In a recent blog, posted by Bindu Reddy, a Google Video Product Manager, the whole Google family showed their gratitude towards everyone, who took out time from their busy schedules to point out mistakes in “Google Video's Download to Own/Rent Refund Policy vs. Common Sense.”

Some time back, Google decided to end the Google Video download to own/rent (DTO/DTR) program. The week before last, Google informed the Google Video DTO/DTR program customers to let them know that videos they'd already bought would no longer be playable. Users were given full refunds. But things went wrong, as Google did not have all the correct addresses, latest credit card information, and other billing challenges. So, it was decided at last by Google to refund its users via Google Checkout credits. But this step was not that effective.

In this latest blog, there is also mention of how Google is planning to fix things:

Full refund – A credit card refund will be provided to everyone who bought a video. Users have to provide their recent credit card information.

Google Checkout credit- Those who already have a Google Checkout credit can keep it. Google asked the users to think of it as an additional 'we're sorry we goofed' credit. Moreover, Google made it clear that it is going to continue to support playing the videos for another six months. But users will not be able to buy additional videos. Videos that users have already downloaded will remain playable on their computer. Google's motto of moving quickly, in a way helps in creating new and innovative products.
