Google India Labs has come up with a new tool called Google Noticeboard which is a Firefox extension and "enables community members to exchange information over the Internet without an intermediary," as stated by its homepage http://labs.google.co.in/noticeboard.
"Google Noticeboard is an application that helps people access and share information over the Internet using public digital noticeboards. Using Google Noticeboard, communities can access a variety of relevant information. People can create text messages or record voice snippets and post them to one or more noticeboards."

Here is how you can use it:
- Install Noticeboard from its download link: http://dl.google.com/noticeboard/noticeboard.xpi
- Click on the "Create Message" icon.
- Choose the recipient to whom you want to send message.
- Now record your message
- Click on the "Send" icon.
