In a Google+ post, Google announced that display URLs in Unicode characters will show as Unicode characters, doesn’t matter what the users’ preferred language is. Earlier display URLs were shown in Unicode characters if it’s language matched the preferred Google language of the user.

“Starting today, display URLs in Unicode characters [https://goo.gl/uOHBwE] will show as Unicode characters regardless of the user’s Google language preference. Previously, we would only show the display URL in Unicode characters if its language matched the user’s Google language preference.”
