App marketers can now reconnect and retain users who have already downloaded their apps with the new bulk IDFA/advertising ID upload feature.

This feature is available for both Android and iOS. Using this tool app developers can upload the list of existing app users who they would like to engage further. App developers can pull a segment of the IDs of the app users from their own analytics tools and upload them to AdWords. The engagement campaign can be run across apps on Google Display Network.
